REQUEST FOR PROPOSALS FOR MODIFIED SHUTTLE AND
ON-DEMAND TRANSIT SERVICES
NOTICE IS HERBY GIVEN that the Town of Bay Harbor Islands (“Town”) is accepting sealed proposals until 3:00 P.M. local time, Monday, November 15, 2021, at the Town Clerk's office, 9665 Bay Harbor Terrace, FL 33154, at which time they will be opened and read aloud for the following project:
MODIFIED SHUTTLE AND
The Town is seeking proposals to implement Modified Shuttle and On-Demand Transit Services in accordance with “Alternative 1A” listed in the Town of Surfside, Bal Harbour Village, and Bay Harbor Islands Interlocal Shuttle System Final Report. The Modified Shuttle and On-Demand Transit Services includes two main components: (1) Shuttle Transit Services and (2) On-Demand Transit Services (“Services”). The Shuttle Transit Service component shall consist of the use of shuttle air-conditioned vehicles to provide transit services for the Town, the Village of Bal Harbour, and the Town of Surfside (collectively, the “Surf-Bal-Bay Community”) along a Surf-Bal-Bay Shuttle Route. The On-Demand Transit Service component shall consist of operating air-conditioned electric vehicles to provide the Surf-Bal-Bay Community first/last mile transportation when requested through a ride-hailing application.
The Town intends to enter into agreement(s) with one or more qualified and successful Proposers to provide one or both components listed above for the Modified Shuttle and On-Demand Transit Services to the Surf-Bal-Bay Community. The Town reserves the right to cancel this solicitation, award any or all of the Services requested, reject any or all submissions, with or without cause, to waive technical errors and informalities, and to accept any proposal from a proposer which is qualified and best serves the interests of or represents the best value to the Town.
Interested Proposers may obtain a copy of the Request for Proposals (“RFP”) on the Town’s website. Documents are available in person from the Town Clerk’s office on or after Monday, October 11, 2021. Copies of the RFP Documents are non-returnable and non-refundable. The Town will not send the package via courier. All interested Proposers who obtain the RFP Package must register with the Town Clerk and provide contact information and an email address. All notices and any addenda issued by the Town with respect to the RFP will be sent via electronic mail to registered Proposers.
A non-mandatory pre-proposal conference will be held via zoom at 1:30 p.m. on Tuesday, October 19, 2021. All Proposers planning to submit proposals are encouraged to attend this virtual Zoom Conference. Zoom Meeting ID: 879 3502 3107 / Passcode: 312046.
The Town hereby provides notice to all proposers of the imposition of a Cone of Silence for this solicitation, as set forth in Section 2-1.4 of the Town Code. “Cone of Silence," as used herein, means a prohibition on communication regarding a competitive bid or solicitation including, but not limited to, a particular request for qualifications ("RFP") between (1) A potential respondent, vendor, service provider, proposer, bidder, lobbyist, or consultant, and (2) Town Council Members, Town's staff including, but not limited to, the Town Manager and his or her staff, and any member of the Town's selection or evaluation committee. The Town reserves the right to waive any informality in any proposal, and the Town Manager may reject any or all proposals and re-advertise the Project.
