Chief Luis E. Alvarez
The Town of Bay Harbor Islands is proud to welcome Chief Luis E. Alvarez as its new Chief of Police. Chief Alvarez brings more than 30 years of distinguished law enforcement experience to our community.
He began his career with the New York City Police Department and spent nearly three decades with the Fort Lauderdale Police Department, where he rose through the ranks to serve as Assistant Chief. His extensive background includes leadership in operational, investigative, and executive roles.
Throughout his career, Chief Alvarez has overseen key bureaus such as Investigations and Support Services and has provided direct oversight of patrol operations across multiple districts. He is experienced in managing complex public safety events, including presidential visits, civil unrest responses, and large-scale public gatherings. Most notably, he served as Incident Commander for the 2024 Florida Panthers Stanley Cup Parade.
A forward-thinking leader, Chief Alvarez has been instrumental in integrating advanced technologies such as license plate readers, shot detection systems, and real-time crime analysis tools to enhance policing effectiveness and public safety.
He is also known for implementing proactive policing strategies, restructuring organizational units to improve efficiency, and emphasizing community-centered problem solving. His experience includes contract negotiation, fiscal management, and strategic planning.
Chief Alvarez holds a Master’s degree in Criminal Justice from Arizona State University and a Bachelor’s degree in Business Management from Wagner College. He is a graduate of the FBI National Academy and has completed executive leadership training through the Police Executive Research Forum and the Southern Police Institute.
Chief Alvarez is a strong advocate for professionalism, accountability, and building trust within the community. He is honored to serve the residents of Bay Harbor Islands and looks forward to continuing the department’s tradition of excellence.
